Ministerial Fireside Chat: Enabling steel value chain localisation in support of economic growth and diversification

Saudi Arabia and Egypt are both pursuing opportunities to diversify value added, downstream steel production and localise feedstock supply for increasingly diversified economic sectors requiring steel input material. Authorities aim to attract local investors as well as foreign know-how to develop the necessary steelmaking and manufacturing capability. For the first time, Matar will present the National Steel Sector Restructuring Plan, a comprehensive initiative led by the National Industrial Development Center to transform Saudi Arabia’s steel industry. The plan was developed to address key structural challenges within the sector, including capacity imbalances, import dependence, and the need for higher-value products.

This strategy aims to integrate the entire steel value chain by aligning mining, energy sources, logistics, and downstream demand through coordinated public-private partnerships, capital investments, and policy support. It also emphasizes developing advanced workforce capabilities and leveraging emerging technologies like artificial intelligence and intelligent automation.

Looking ahead, the plan seeks to enhance the sector’s contribution to the national economy, reduce imports, and expand high-value steel production capacities, fostering new steel-intensive industries and supporting the Kingdom’s broader industrialization vision.
